APPAM Conference 2011 will take place in Moscow

The organizer of the conference from the Russian side of is the Faculty of Public Administration of the National Research University - Higher School of Economics (HSE), a member of APPAM since 2007. Co-organizer from the APPAM side is the University of Maryland, School of Public Policy (UMD). 

The conference is supported by the Ministry of Economic Development of Russian Federation.  

The urgency of the conference’s theme is caused by the great interest to the problem of improving the quality of public services from states and society. What are the new approaches to improve public services? Is there any opportunity to share experience between countries with different systems of governance and different levels of economic development? What is meant by the modern concept of public administration? Is it possible to provide transparency and accessibility in the delivery of public services? Here are only few questions, which the participants will try answer.

Researchers, scientists and practitioners from around the world will talk about factors that affect the efficiency, the possibility of feedback and the design of the delivery of public services. The experience appeared in developing countries and countries in transition will be examined to provide a new vision on the problematic issues of public administration among the interesting debates during the conference.

The conference is intended for attracting a worldwide audience, including academics and professionals from universities, research institutes, public authorities, the private sector, civil society as a whole. It is dedicated to a wide range of issues of public policy and public administration associated with improving the quality of public services at the local, sub-national, national, and regional levels. Special attention will be paid to the cross-national and comparative reports, which explore the requirements for public administration in Russia or inputs to improve public services for Russian citizens.

At the 1st and the 2nd day at the plenary conference sessions the heads of ministries and departments, members of the Russian Government and also well-known researchers with worldwide reputation will participate in discussion.

It is expected that over 200 participants will work at the conference. Attention to organizing and holding the conference have already been paid by the Russian Association of Public Administration, the Russian Association of Public Affairs and federal media.
